Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2015, the citizen voting-age population for Pennsylvania was 9,710,415 and represented 75.98% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.12M), followed by Allegheny (962.28K), and Montgomery (599.78K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (90.83%), followed by Sullivan (86.13%), and Cameron (81.93%).
