Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2018, the citizen voting-age population for Delaware was 704,110 and represented 74.16% of the total Delaware population.

Among all Delaware counties, New Castle had the highest citizen voting-age population (404.66K), followed by Sussex (169.79K), and Kent (129.66K).

In terms of percentages, Sussex had the highest percentage of its population being citizens of voting-age (77.34%), followed by Kent (74.17%), and New Castle (72.89%).
