Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2018, the citizen voting-age population for Pennsylvania was 9,748,290 and represented 76.21% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.13M), followed by Allegheny (960.49K), and Montgomery (608.23K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (89.18%), followed by Sullivan (87.29%), and Cameron (82.60%).
