Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2019, the citizen voting-age population for Pennsylvania was 9,759,725 and represented 76.30% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.14M), followed by Allegheny (957.45K), and Montgomery (611.70K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (88.86%), followed by Sullivan (87.45%), and Cameron (83.30%).
