According to the FBI UCR data, in 2012, among Iowa cities with a population of at least 10K, Keokuk had the highest Arson Crime Rate per 100K residents (102.35), followed by Council Bluffs (68.57), Ottumwa (68.06), Dubuque (54.74), and Burlington (54.55).
