According to the FBI UCR data, in 2013, among Iowa cities with a population of at least 10K, Storm Lake had the highest Arson Crime Rate per 100K residents (101.74), followed by Indianola (86.71), Fort Dodge (48.72), Council Bluffs (45.15), and Dubuque (44.59).
