According to the World Bank, in 1990, the top 3 African countries with high net exports of goods and services by percentage of gross domestic product (GDP) (i.e. total exports of goods and services as a percentage of GDP minus total imports of goods and services as a percentage of GDP) are: Republic of Congo (32.74%), Gabon (15.18%), and Nigeria (11.03%).

On the other hand, in 1990, the top 3 African countries with high net imports of goods and services as a percentage of GDP (i.e. total imports of goods and services as a percentage of GDP minus total exports of goods and services as a percentage of GDP) are: Cape Verde (51.69%), Seychelles (35.19%), and Somalia (27.95%).

The World Bank defines exports of goods and services as "the value of all goods and other market services provided to the rest of the world" , and defines imports of goods and services as "the value of all goods and other market services received from the rest of the world".
