In 1998, Lesotho had the highest unemployment rate (37.16%), followed by South Africa (29.95%), and then Djibouti (28.58%). Rwanda had the lowest unemployment rate (0.68%) in Africa in 1998.
The World Bank defines unemployment rate as "the share of the labor force that is without work but available for and seeking employment".
