In 1998, Djibouti had the highest unemployment rate (28.96%), followed by Algeria (26.64%), and then Eswatini (23.09%). Chad had the lowest unemployment rate (0.75%) in Africa in 1998.

The World Bank defines unemployment rate as "the share of the labor force that is without work but available for and seeking employment".
