In 1999, Lesotho had the highest unemployment rate (36.23%), followed by South Africa (29.94%), and then Algeria (28.37%). Rwanda had the lowest unemployment rate (0.72%) in Africa in 1999.
The World Bank defines unemployment rate as "the share of the labor force that is without work but available for and seeking employment".
