In 1999, Djibouti had the highest unemployment rate (28.76%), followed by Algeria (28.3%), and then Eswatini (23.66%). Chad had the lowest unemployment rate (0.79%) in Africa in 1999.
The World Bank defines unemployment rate as "the share of the labor force that is without work but available for and seeking employment".
