In 2009, Lesotho had the highest unemployment rate (27.5%), followed by Eswatini (27.39%), and then South Africa (23.52%). Niger had the lowest unemployment rate (0.91%) in Africa in 2009.
The World Bank defines unemployment rate as "the share of the labor force that is without work but available for and seeking employment".
